Throughout his career, Dee has counseled clients on wireless regulatory, contractual and transactional issues, as well as issues involving emerging technologies. Dee works on complex wireless matters spanning all licensed and unlicensed bands, including cellular, PCS, AWS, 700 MHz, BRS, EBS and the U-NII bands, and actively lobbies the FCC and Congress on wireless and wireline policy matters. In counseling wireless and broadband companies, including ISPs, local exchange carriers, high-tech start-ups, and facilities-based wireless carriers and re-sellers, he also focuses on law enforcement requests, homeland security matters, tower siting, spectrum acquisition, secondary market transactions and roaming matters.
Dee is an avid college football fan (Roll Tide!), a bicycler, a barbeque fan and a gadget freak.

Gregory W. Whiteaker, Principal

Greg has more than 20 years of legal and public policy experience. He primarily focuses on regulatory, policy and transactional issues relating to the wireless and wireline industry. Greg has extensive experience counseling clients through complex regulatory and business issues, including interconnection and inter-carrier compensation, number portability, E-911, the National Environmental Policy Act (NEPA) and customer propriety network information (CPNI). Greg counsels clients on strategic vision, and helps to guide communications and technology companies through a myriad of complicated legal and business decisions.
Greg is an avid skier, a member of the Professional Ski Instructors of America and lover of trout streams and casting lines.

Susan is well versed in the regulatory, contractual, transactional, and policy concerns of both established and emerging communications companies. She has advised wireless and wireline clients on a wide range federal and state telecommunications issues, including: customer proprietary network information, interconnection and intercarrier compensation, slamming, universal service, digital copyright laws, truth-in-billing, network neutrality, payphone compensation, and cyber security. Susan has also represented investment banks as underwriters and commercial banks as arrangers in communications-focused transactions.

Sarah Jameson, Associate

Sarah brings a wealth of transactional and media experience to the firm. Most recently, she served as in-house counsel for a national cable network in the Washington, D.C area, where she negotiated programming licenses for both original and acquired content. She also advised her client on general corporate matters, including business development and rights management. Before her time in media, Sarah worked across the telecommunications field, representing the government and consumer interest groups on issues such as 700 MHz, intellectual property, universal service and network neutrality.
Sarah is a passionate ‘foodie,’ animal lover and baseball fan. In her spare time, you will find her serving dinner to friends, playing with her two dogs, Ernie and Wrigley, or catching a Nat’s game. However, as a native of Massachusetts, she will always be partial to that ‘dirty water.’

Ariel graduated from the University of Maryland in May 2011 with a Bachelor of Arts degree in Economics. She has been working at Herman & Whiteaker since the firm was established in June 2011 providing paralegal, administrative support and personalized assistance to the Firm’s clients.
When Ariel isn’t at Herman & Whiteaker, she is enjoying taking in DC’s cultural events, working on her tennis game, volunteering at a nearby farmers market and dining out with family and friends.
